Even when using Touch ID on a Mac, you will still need to use your computer password to login occasionally. This is different than your Apple ID Password. Each user will have their own computer password and you can change that password at  > System Settings > Users & Groups.

Logging in as the Administrator may be required or you could have Screen Time settings that are restricting access. You can shut off Screen Time at  > System Settings > Screen Time, and scroll to the bottom to Shut off Screen Time.

When setting up Users, you have at least 1 Administrator that can access all settings. After that, you can add Standard users or Sharing Only users that have limited Access. More Information about the users are in these Support Articles:

Did you set up an additional user other than the Administrator? Each will have their own password, and you will need to log in as the Administrator to be able to change other users. It is possible to have the Administrator not required to enter a password if you set it up that way, and then have Standard users required to enter a password or use Touch ID.
