I can't speak for music, but I can't sync movpkg movies to my phone or ipad, so no, this file type is incompatible with basic use and renders the files useless.

How are you trying to play these files? These protected format files should play from within Apple TV and/or Apple Music apps if they are downloaded from Apple.
So specifically I downloaded the album Fleetwood Mac's greatest hits from Apple music. The songs, Rihannon, Dreams, and one other will not play on my new Mac Studio. The songs will play on my iPhone 8 and iPad (9th gen). So I opened "Info" for each of those unplayable songs on my Mac and noticed the file extension ".mov.pkg". Also having issues (maybe related) to some music in my library not playing because system says that I am not logged into Apple Music. Note: I just did a migration from my Time Machine backup to this new Mac Studio where system is asking to use "login_renamed_1" keychain password. I just cancel and proceed as usual. Any ideas?
