My face id is disabled ,laser malfunction, unable to turn off stolen device protection, also no acces to the ios keychain, face id critical features need a device with working Face ID
what can I do to solve this issue apple didn’t think about

Deeab ~ 68% is not healthy and is almost certainly the reason for the various issues. Apple recommends having the battery replaced at around 80% – so have the weak, aging battery replaced and all will (probably) be well:
