I have read the posts about this, and tried the solutions, including setting to IR, and this solves the volume +/- issue, but not the mute button issue. It isn't working on either of our new remotes (for two different apple tv setups in the house).
The remotes are charged, the software is up to date on the apple tv boxes. Is this a tv issue? I have a Samsung, probably 6 years old (so 2018).
First try this troubleshooting:

If the issue persists, then try the Learn New Device option:

Some TVs and audio system may require non-standard IR signals for (some) commands. This learning procedure gets the remote to use specific other working signals instead (copying from a device remote).
It is also possible that muting isn’t supported for some (older) devices. Then you may have to volume down to zero, or else pause the content.
