I am unable to update macOS due to storage issue

my air mac storage is used up by iphotos and I can't update the ios anymore. will icloud help to resolve?

I can't do update on my Mac because I don't have enough storage however I have 1.96TB available storage on Icloud I am unable to update OS big Sur due to not having enough storage. Although I have payed for more storage on iCloud and have enough to complete my update. Not sure why the update is not proceeding.
