Have you checked, if the Shared iCloud Photos Library has become enabled? If yes, make sure, the toggle switch to switch between libraries is set to "Both Libraries". To switch between your private iCloud Photos Library, the Shared Library, and "Both Libraries" together use the menu with the three dots in the upper right corner of the display. You may also want to check the Filter, if it is set to show only the favourites. Get help with missing photos - Apple Support

If the photos have really become deleted, you need to restore them from a backup you made before the photos have become deleted. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support. As you have been using iCloud Photos, you cannot use an iCloud backup of your iPhone, because the iCloud backup does not include the iCloud Photos Library. You need a backup made on a computer:

If you don't have a suitable backup and the deletion only has happened recently, contact Apple Support (Official Apple Support), if they can recover your photos for you from Apple's backup of iCloud Photos. They might help, if it very urgent to get the photos back and it has been a problem with iCloud Photos.
