I am unable to download CDs from the cloud on iTunes?

I burned all my CDs to iTunes yrs ago. Now I can not down load them from the cloud and I can not sync to all my other devices from the cloud either, iPhone 13 pro, iPad air gen 5 or any of my older apple devices. These are all CDs Ive paid for and can not listen to know. No CD player in car or computer anymore. I feel Apple has stolen my music what can I do
