No. But, with Windows 11, you can use the app called Phone Link. Learn More here: Use Phone Link to Sync Your Android or iPhone - Microsoft

There is no iMessages for Windows.
I have no experience with this as I moved to MacBook Pro some time ago, but evidently you can use iMessage on Windows.
