It wont let me download any apps because it keeps saying my card verification isnt working even when i put a new card how do i fix this

when im trying to download an app or pay for something it keeps saying to verify my payment method and when i do it says failed. i thought it was my card so i tried another new one and it still said the same thing and even when i keep repeating and putting the information it still says failed but its not the card and i canceled all the subscriptions on my card so i could remove it and retry but it still didnt work. Please help me ASAP.
