To reduce the amount of data stored in iCloud, you can copy data from iCloud to your computer before you delete it from iCloud:
Archive or make copies of the information you store in iCloud - Apple Support
Deleting data from iCloud will also remove the data from your connected devices, especially if it comes to photos synced to iCloud Photos.
