getting a failing hdd issue but its a temp 5200rpm from an old acer laptop. if i could just confirm why this cpu won't run above 22 percent ill buy an ssd and instal catalina on that. thanks for replies

That's terrible performance. The only thing to bear in mind is that it has nearly no free space left, which brings other factors into account.
I suspect it's junk though. Throw it away.
