Ok so this person is black mailing me and extorting me because they have a picture of me in their phone is this liable to Apple ID ban? If the Apple ID is banned can they log back in? Will all the data be locked in that account if the Apple ID is banned? Please help

If you are the victim of extortion and blackmailing, go to the police. Apple will not get involved in this police matter until they provide a subpoena for any data they have on a user's account. Apple is unable to see anything on a users device to be able to provide that information because it is encrypted with the users Passcode, which Apple does no know and is unable to bypass.
