My face recognition will not turn off. I want to take off the stole. Phone feature

I have tried to turn off the lost phone feature and reset Face ID several times with NO luck

”If you try to turn off Stolen Device Protection when you’re not in a familiar location, a security delay starts before you can turn it off.”
