Restore an Apple Watch that has been deleted and erased from iCloud

How do I restore an Apple Watch that has been deleted and erased from iCloud. I gifted my Apple Watch but when I was erasing it the note said pending. However I removed it anyway but the new owner is getting a notice that it may already be paired.

I am thinking of restoring it back to iCloud and repeating the erase and delete process. I no longer have access to the device it’s in another state.
