Child can change their screen time passcode with their iPhone password.

I have content restrictions and a screen time downtime set on my son and daughter's iPads. I am confident they did not know the password to their Apple ID or the screen time passcode. Yet they still managed to change their Apple ID password and screen time passcode.

Here is how they did it:

go to settings > screen time > change screen time passcode.
click on "Change screen time passcode"
Click "Forgot Passcode?"
Enter in their Apple ID.
Then click "forgot password" at the bottom.
brings them to a screen saying "Enter your iPad passcode to reset your Apple ID password"
enter in the passcode and reset the password for Apple ID. Then it is easy to reset the screen time password.

This seems like something very easy to prevent but I have gone through every method I know such as don't allow "Passcode changes" and "Account changes" but it's still possible to reset the Apple ID.

Any help is greatly appreciated.

When setting the ScreenTime passcode, you can optionally associate the ScreenTime passcode with an AppleID account. Choose an AppleID that is not the child's AppleID (e.g., you own AppleID - the password for which should be known only to you).

Alternatively, when setting the ScreenTime Passcode, you can skip associating the ScreenTime Passcode with an AppleID altogether. This will prevent reset of an unknown ScreenTime Passcode - but consider that a subsequently forgotten ScreenTime Passcode will entail complete reset of the iPad and starting again afresh; in this situation you will not be able to restore data from an iCloud or iTunes backup - as to do so you would also restore the unknown ScreenTime Passcode.
