A weather App was accidentally removed from phone. I was able to see
that it wasn’t fully deleted because when I found it the iCloud symbol was next to it. So, I should have
been able to pull it from the cloud. When I did I noticed all the saved
locations were gone. How can I get those back

When you deleted the app, it remains in your purchased history and can be easily redownloaded. But when you deleted it, a message popped up saying deleting the app will delete the data in the app. This means you'll have to reenter the cities you were tracking.

You cannot get those back I am afraid you will need to set them again in the app preferences
