At the store, I opened Apple Wallet and tapped on a card on my iPhone SE, IOS 17.4.1—which I have done many times, and nothing happens. I am not asked for a pass code—just nothing except image of the card. I came home and tried to re-enter my card info and was told it was already in the system.

Have you tried it at more than one merchant? Was the merchant you tried it at a national chain or a smaller local or regional merchant? Some merchants do not accept Apple Pay, Walmart being the most notable.
I couldn't even get that far. Just images of cards. I tapped on one and no request for pass code, just empty space.

Ok, so you are trying to add cards to your Wallet app or are you trying to complete a transaction/payment?
I was trying to initiate a transaction for one of the three cards I have on the Wallet. Tapped on card and nothing . . . just image of the card with no request for pass code.
I just tried it again at home and I am getting contact—it’s asking for my passcode. Will try it in a store soon. Thanks
