Trying to restore OS on 2015 MacBook Air after erasing hard drive

I am trying to follow the instructions to get my MacBook Air ready to trade in. I have erased the hard drive but when I try to get back to where I can restore the OS, I keep getting an error. The computer is in recovery mode, I have connected to my WiFi and it says it is starting "internet recovery" . This goes on for a long time and then I get an error "support.apple.com/mac/startup-2003F". Not sure what I am doing wrong or what else I can try. Thanks for any suggestions. (MacOS14.4) is not correct...that's the one I am typing on... the one I'm working on has Monterey)
