Access to files

Tracking requests. How do I deny Photos and Safari from accessing my files

I have questions about this also.

1. Why would Safari require access to my files?

2) why would photos require access to my files?

3)How do I permanently deny this access? I thought I had done so.

4) When I go into the function that says it shows applications that I’ve requested access does that mean that access has been provided?

and if so how do I prevent this from happening again?

My biggest question though is why would Safari or Apple photos want access to my Files.?
