How to trace an Apple AirTag owner when the Apple ID Is disconnected

My husband found an Apple Airtag in the trunk of his car. We suspect someone is tracking him illegally and targeting him. We made a police report and he went to the Apple Store with the Airtag to hopefully identify the owner of the Air tag through Apple ID. He was told that the ID was disconnected from the Airtag. Is that possible?

What are some other options for finding the owner of the Airtag?

It may be possible for the owner of this tag to remove it from their Apple ID. Once they do, it is no longer associated to them. They also will no longer be able to track the tag's location. Regardless, the only means to contact the owner would be if they provided their email or phone contact information ... very unlikely if the tag was being used to track someone illegally.
