I am unable to update my iPhone 13 to iOS 16

Since you've skipped a couple years worth of updates, you will likely find you need to use a computer to update your iPhone. Here is a link which explains how to do that --> Update your iPhone, iPad, or iPod touch with iTunes - Apple Support

And as mentioned by lkrupp, you can't update to iOS 16. You can only update to the current iOS version which is iOS 17.4.1.

To be clear you cannot update your iPhone 13 to iOS 16 even if you want to. You will be updated to the latest version of iOS which is 17.4.1. iOS 16 is no longer available from Apple.

Glad to hear you got updates successfully. I'd recommend you stay more current with updates going forward. They are often less about features and more about security.
