Apple Podcast App - get downloads to sync across devices?

In the Apple Podcast App settings on both iPhone and iPad I have “sync” selected. This is meant to sync your podcast library. Mine syncs everything (shows Im following , latest episode etc) but does NOT sync my downloaded podcasts. How do I get the downloads to sync?

Podcast Preferences I am trying to sync my podcasts from my phone to my Mac. In the online instructions it says to "In the Podcasts app, choose Podcasts > Preferences > Advanced, then make sure “Sync follows across devices” is selected."
