iPhone ISO 16.6, all bookmarks and favorites disappeared in safari other than original favorites of apple, ESPN and yahooo. I do not have iCloud backup enabled. No other changes or issues. No recent updates. Thank you

As long as iCloud was enabled for Safari, they should be recoverable - Restore Safari bookmarks on iCloud.com - Apple Support
Sorry to say that if they aren't in iCloud, they aren't anywhere.
