Sign in (if not already) then select the recent payment for the account you want to request a refund for an unauthorised iTunes payment. It will be reviewed within 24-48 hours and money will be sent straight back into your bank if approved.

A. For Financial Assistance, Contact Apple Store Support. You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix.

B. Perform a Chat Session:

If you cannot get though via phone, then use Apple Chat. Not that you may have to make up a scenario other one in relevance to financial support. So, say that you need help with your iPhone screen, that way you'll get through. Elsewise, you'll get kicked off the chat and will be told to call Apple Support.
