When I verified Permissions on this El Capitan running internal hard drive in my Mac Pro 4,1 I get: "No installer packages found error?" When I fixed Permissions I get the same "no packages found error"! Any help with this is much appreciate!

Reset your computer calender to 2016 and try downloading the installer from the App Store again.

If your machine is running Sierra or later, you won't be able to install El Capitan on your machine until you install 10.6.8 to 10.10.5 on the machine first.
Set date on System Preferences to July 1, 2016. Do not set the time for automatic.

I know this is not the place to ask about older Mac Pro 4,1 recognizing my new iPhone 14, compatibility software download ends in:Software not available from server! Maybe the date preset works for that problem as well?
The Mac Pro 4,1 sadly will not upgrade past El Capitan.
This limits its access to App Store logins, iPhones and iPads and AppleIDs where multifactor authentication has been enabled.
When you get a multifactor authentication code on a different device, you insert that in the tail end of the password of the logging in on any pre-Sierra Mac.
