Don’t understand if you have all the proof showing you had bought and paid for a iPhone from someone who didn’t removed they’re activation lock before. Why won’t Apple remove the activation lock for me does any know who I can contact for help or another way around this to get this removed? thanks.

Apple requires the ORIGINAL sales receipt from the ORIGINAL owner before it will remove Activation Lock. If you cannot get in touch with the person you purchased it from in order for them to properly unlock it unfortunately you are up the creek without a paddle. You will never be able to use that iPhone, period.
Someone thinking about purchasing a used iPhone from an individual must be careful to make sure the phone is unlocked before the purchase is made. Only the original owner can do that. Then link below is a guide to what the person your bought it from had to do before selling it. They apparently didn’t and you are stuck with an inoperable iPhone.
