I cannot access receiving text or sending text. I cannot log onto the Internet at all. Yet my phone shows I am connected to Wi-Fi so I don't understand what's going on?

If you mean SMS texts to non-iPhones that does not use Wi-Fi, it requires a cellular connection.
If you mean iMessages to other iPhones, Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.

I am unable to send/receive texts or connect to the internet even though my iPhone shows connected to Wifi
