Backing Up and restoring iTunes and iPhone across regions
I am moving abroad to France, from the US. Can I back up my phone and iTunes and then restore on a phone that uses a local carrier in France? Thanks!

You won't need to backup the iPhone to use a local carrier in France: all your data is stored on the iPhone itself, not on the SIM card. Insert the new SIM card and you have nothing else to do.
That being said, backing up regularly your iPhone is a must, but not because you change SIM cards.
