The iGPU in a 2019 iMac shouldn't be active at all.
First go to: ->About This Mac -> System Report -> Graphics/Displays
Check if your iMac has the iGPU available for use.
Second, if your iMac has both GPUs available open Activity Monitor and go to the GPU tab to see which GPU is in use when say, watching a youtube video.
I don't think there ever was a switch, except on Mac notebooks – where you could either let macOS choose which GPU to use, or force it to always use the discrete GPU.
