My new iPhone is not finding my old iPhone through bluetooth

My new iPhone is not connecting to old iPhone to activate.


I gave up on the data transfer and used iCloud. I also couldn't get my watch to transfer its pairing to the new phone. I had to reset and pair it as a new watch. All in all, migration assistant has become less useful since I last used it 4 years ago.
