Debit card I don’t own appears on Apple ID payment method

Recently I tried downloading a free app when I was then prompted to update payment methods for an expired card. I was confused because it was a Visa card I wasn’t familiar with. I tried to remove the card but it didn’t work. I was told there is a subscription that is being paid for with that card. I am in a family plan, however there’s no shared subscriptions between us. However my only two subscriptions that I own are attached to my actual debit card. Very confused why I’m being told I have a subscription with this random card. It’s preventing me from downloading any apps.

If the Organizer has Purchase Sharing turned on, then you cannot add your own payment method. This is different then sharing subscriptions. Purchase Sharing allows all members to share the apps that are purchased, but the only card that is used is the Organizer credit card. Turning off Purchase Sharing allows each family member to use their own payment method, but the apps purchased are not shared among other family members.
