Shortcut "I'm getting pulled over" won't work and option to allow untrusted shortcuts isn't available

When I try to use the "I'm getting pulled over" shortcut it will allow the screen to darken, turn on DND and get current location, but it says frame load Interrupted when it gets to the step to send "I'm getting pulled over. Here is my location on Apple Maps: Maps URL" text message to selected contacts. Before installing the shortcut it said I needed to go to Settings, then Shortcuts and toggle on allow untrusted shortcuts but the option isn't there. I'm on iPhone 12 Pro iOS 17.4.1
