Change Dock on Guest Account

I work for a school and our Macs can only run up to Catalina. We would like to remove most apps from the Dock on the guest account but I don't know how, admin server tools is not available anymore by the looks of it so I am not sure if this is possible anymore.

I think a workaround would be setup a Parental Control account namned Guest2 or such...

Not as far as I know. But what I’ve done in enterprise environments, is use a program called Deep Freeze. This program essentially returns a user profile back to default after logout, when configured properly. You would create a “second guest” account (as in, disable the built-in Guest user and create a Standard user account with the title “Guest”). From your administrator account, of course, you would configure Deep Freeze. And so on. Lol.
