Have a Macbook Pro running El Capitan and I cannot change Dock size in preferences panel or on the dock itself.
I´m the administrator on this computer and other users on this Mac can do change the dock size, but I cannot.
What´s going on?
MacBook Pro 13″, OS X 10.11
Already tried this and didn´t work.
After I sent the initial question, I kept searching and found a solution on other board.
I erased the file "com.apple.dock.plist" found on users/"myuser"/library/preferences, and after reinitializing my laptop, the Dock was working fine again.
I now can change de Dock size on the System Preferences or on the Dock Itself.

Thanks for your post! We understand you are unable to change the Dock size in your user. If you haven't already, restart your machine, then test.
How to turn your Mac on or off
If the issue persists, try performing an NVRAM reset.
Reset NVRAM or PRAM on your Mac
