Why safari in my iphone xr cannot open the page with reason that the server stopped responding. Although there is no problem in my iphone 15 pro max.
Also I have tried to clear the cache and cookies. Then, I tried to open via chrome. However, nothing change.

Troubleshooting Accessing a Website on an iPhone:
A. Disable a VPN:
Do you have a VPN enabled? If so, disable it.
B. Restart your iPhone:
It's obviously and issue with the phone itself. So, start with a restart.
C. Restart Connections:
I would also recommend turning off, then back on on WiFi, and doing the same to Cellular.
Done but nothing change.
I successfully opened the page using a private tab in Safari, so the problem is solved for now. Thanks anyway for your earlier recommendation.
