I am seeing "tool tip" like popups appear as I move the cursor over Safari. There is nothing behind the Safari window that is "bleeding through". The prompts are always file names or mounted drive names which indicates Finder could be implicated. These have continued for the past 4 macOS system updates and a laundry list of trouble shooting exercises.

Im pretty sure these are Finder tooltips mine are always file names of items that are in some finder window in the background. It doesn't happen in all applications. For example in Affinity Designer it always happens so it may be apps bleeding UI events.
