"Tool tip" like popups appearing on top of Safari window

I am seeing "tool tip" like popups appear as I move the cursor over Safari. There is nothing behind the Safari window that is "bleeding through". The prompts are always file names or mounted drive names which indicates Finder could be implicated. These have continued for the past 4 macOS system updates and a laundry list of trouble shooting exercises.

It's built in to Sonoma OS...


  1. On your Mac, choose Apple menu  > System Settings, click Accessibility  in the sidebar, then click Zoom on the right. (You may need to scroll down.)
  2. Turn OFF Hover Text.
