I used to be able to review my voice messages after recording one, before sending it. I would press 1 to be prompted to review [2], re-record [3] or add [4]. This feature seems to not be available anymore. Maybe since the upgrade to iOS 17.4.1? I’d like this feature back or is it still there, hidden somewhere?

Are you asking about leaving a voice mail? If so, that would depend on the recipients voice mail system. There's nothing you can do about that on your end.
If you mean a voice message in Messages, you review it by tapping the play button. That doesn't seem to have changed since iOS 16.

As noted above, the ability to listen to a voicemail message before leaving it is dependent on the voicemail system.
The ability to preview an audio message in Messages has not been removed. You tap the play button.
I don't think this was ever standard with all voicemail messages and is more dependent on the recipients side whether their system permits previewing messages and/or re-recording them.
Very frustrating this review procedure was eliminated by a system upgrade. Makes for less accurate and precise communication.
