pages even spacing for novel format
How do I get margins like this on pages?

On the document panel you have settings for all of the margins. You can even disable headers and footers. Then you choose the best font you prefer for justified content and set the Spacing to either a Lines or Exact setting to achieve the spacing you prefer. You may even decide you want to tweak the inter-word spacing from the Pages More Text Options panel:
and the character spacing selection.
The following uses the Times Regular 16-pt font with Spacing set to Exactly 18 pt. After paragraph is 16 pt. All document margins set to 1 inch. Character spacing is -1%.
