User busy signal

with all my incoming calls, I get a user busy signal. They call will flash once and then say user busy and send call straight to voicemail. I’ve restarted my phone, up to date on the updates and calls are allowed on focus, silence unknown callers is off, I don’t know what to do now. I have the iPhone 15 pro max
