A Chinese friend gave me an iPad model mc769ch/a 12.9 GB. I think it's 2nd generation. I reset it a few times, and certain functions seem to be in Chinese. Does the "ch" in the model number mean it's a Chinese version? Is there any way to get this to be fully in English?

Yes. that's what it means.

The display language is not related to the country of sale of the device.
If you changed the language in Settings ➜ General ➜ Language & Region to something else, it should change everything, unless your fried did not correctly wipe the iPad and there are still apps and other things downloaded form the Chinese app store. In that case, those may remain in Chinese.
Your friend should have completely wiped the iPad by following the steps in the support document linked below.
