When I go to transfer money from my Apple Cash to my bank account the screen to confirm starts to pop up and then disappears before I can confirm it.

Please make sure the Face ID/Passcode is enabled. It also needs to be enabled for the Wallet app. Try looking in Settings app > Face ID & Passcode and enable settings related to Wallet and Apple Pay etc.
