I don't want / need to purchase more icloud - so I deleted thousands of photos and videos but my backup still says I'm out of space - can I delete my backup and start a new backup ?

“Deleted” - what does that mean exactly? Did you also remove them from your Recently Deleted album? If not, they’re still present.
If you cleansed Recently Deleted, you could delete your iCloud backup, but realize that would leave you without any backup until the next one successfully completes.
How to free up iCloud space by deleting backups and starting fresh?
