I drag apps off the first screen onto another screen, let go, and it gets moved back to be the last app on the first screen. Have never seen this behavior before. Googling a bit, I’m seeing a factory reset as the only option suggested, which seems extreme. Seems like a common problem.

SOLVED. I had the maximum # of apps on my iPad screens. (I guess restore restored all the apps I had on my iPhone and then some.) After deleting some, moving the app I wanted to move works.

New iPad. ipados can't move apps off home screen - they get moved back.
