How to fix high CPU usage in Safari on M1 MacBook

Regularly when I use Safari, the CPU % shoots up and is at 97% minimum. Oftentimes it goes to 103%. At this point Safari is rendered essentially useless and I have to force quit it. I've read a number of forum posts and done what they've suggested. I've turned off my Safari extensions (although 3 months ago when I had them on Safari behaved normally). I'm running 6 open Safari tabs that just have journal articles on them, its not like they're all playing YouTube videos. I also only run other windows that are necessary (Word, R Studio etc). I don't keep multiple open for the sake of it.

How do I fix this? My laptop is a 2020 M1 MacBook Air
