iPhone or iPad: Go to Settings > Siri & Search, then turn on Listen for “Siri” or “Hey Siri.” Apple Watch: Go to Settings > Siri, then turn on Listen for “Siri” or “Hey Siri.”

Enable Voice Dial and Siri under FaceID / Touch ID & Passcode

To get Siri on Lock Screen --> Settings > Face ID and Passcode > Siri [Enable]
