I tried all remedies listed for previous versions of the iphone mentioned by Apple iphone community. Nothing works. What's up?

First. On iPhone 17, Siri is not found in the top menu of Settings. You need to look in Apple Intelligence. Inside that menu, Siri can be enabled, along with Apple Intelligence.

If for some reason you can't see the menu, check if you have any restrictions set up in Screen Time.

Go to:

Settings > Screen Time > Content & Privacy Restrictions

Enter your passcode and select Allowed Apps. If Siri & Dictation is enabled, you need to disable it.
