Outlook Email Notifications are not populating for one account

My outlook app is not giving me notifications for one of my email inboxes on my iphone 15. My school email and my work email address/inboxes are working just fine (receiving timely notifications and calendar invite notifications) but not for my personal one. I have even tested it with another email inbox but I am not receiving emails. Badges don't even appear until I open the app and then suddenly there is an unread email.

All notifications on my iphone are turned on, including the badges, sounds, everything.

All notifications within the Outlook app are also turned on (including the "Allow Notifications" button within the little gear

I have clicked the "reset account" button for if you have sync issues

I have turned off my phone and turned it back on again

I have deleted all the accounts and added them back again.

I have deleted the other accounts off of my outlook app and only added the problem one.

I have deleted the Outlook app off my phone and redownloaded it. (version 4.2415.0)

The app is completely updated as of the App Store and my phone is running on 17.4.1

I am at a complete loss right now. If it helps, the email address is just over a couple of weeks old and it's on the "free plan".
