How do you turn off government alerts on an iPad?

There is no option for government alerts under notifications or anywhere else under settings. There is no option for Amber alerts or weather alerts or anything that I can find. It’s not under notifications.

The Government Emergency Alerting System, in countries/regions where this service is used, operates over the Cellular network. As such, the associated Notifications are only seen on mobile phones - such as iPhone.

For iPhone, you can disable Emergency Alerts, should you choose to do so, from iPhone Notification settings:

These settings (and associated Alerts) are not seen on iPad.

Are you sure that the alerts are not from an app on your iPad that you have allowed to send Notifications? If you have a screenshot of the alert, post it here. Not positive about cellular iPads, but WiFi iPads will not have that option in Settings. Also some regions do not allow users to shut off Government Alerts.
