T-mobile says only Apple can unlock my iphone 14

I purchased an iphone 14 on eBay. It is like new, but the ad said "For T-mobile use only." I am now using it with T-mobile. When I asked T-mobile if the phone is locked, they said: 1) it is locked, 2) it is locked due to an unpaid account (not a T-mobile account), and 3) that only Apple can unlock it. Suggestions on unlocking this device?

Everything I've read indicates that if a phone is carrier-locked, only the carrier can remove the lock.

If there is a T-mobile carrier lock on the phone due to an unpaid account with another carrier, that would be rather bizarre – unless, perhaps, the other carrier was one that T-Mobile had acquired, or merged with. But even if that's the case, you'd still need to resolve this with T-mobile.
