I had broke my old iPhone and forgot all my passwords so I made a new account. But I’m trying to get into my old Apple Watch which still has my old phone on it so I can’t log back in

if your issue is activation lock then
activation lock is not a thing on the watch it's a theft protection on
apples servers
it needs to be removed
